Is 001 the little boy?
Stranger Things 001 actor is the first boy, and in fact, the first person that was ever experimented on in Hawkins Lab. His name was originally Peter, but like Eleven
Eleven is a fictional character and one of the protagonists of the Netflix science fiction horror drama series Stranger Things, written and produced by the Duffer Brothers. She is primarily portrayed by British actress Millie Bobby Brown.

He's Henry Creel, Victor's son. Turns out he not only survived the family massacre, he caused it. Henry was put into psychiatric care after his family was killed and Dr. Brenner, alert to Henry's powers, made him 001, the very first of the kids experimented on.
He reveals what looks to be a tracking device implanted in his neck. As a thanks, Eleven uses her powers to remove the chip, which leads the orderly to reveal his true identity as 001. 001 was born Henry Creel, the son of Victor Creel (played by A Nightmare on Elm Street's Robert Englund).
In a fit of rage, Henry used his restored powers to brutally murder the other test subjects, and attempted to do the same to Eleven. However, Eleven stood her ground and ultimately overpowered him, sending him through a gate to the Upside Down; there, he gradually transformed into the being known as Vecna.
Dr. Brenner's children were granted powers by treating their mothers with psychedelic drugs during pregnancy. Henry Creel appears to be different, however; there's no evidence his mother ever experimented with LSD. Rather, his powers seem to be natural, developing around puberty.

Did 001 create the Upside Down?
Eleven may not have created the Upside Down, but she did direct its fire. Stranger Things 4 left fans with some enormous revelations. The monstrous Vecna (Jamie Campbell Bower) is eventually revealed to be One, a person with the same potential for untold supernatural abilities as Eleven.
Soteria is a miniature implantable device that, when inserted into the neck of an individual with psychokinetic abilities, greatly limits that person's abilities and tracks their movements. Henry Creel had such a device inserted into his neck by Dr. Brenner.
Then Eleven—who in this future moment discovers that she in fact does not have the blood of her siblings on her hands—defeats Henry Creel, sending him to the Upside Down where he gets blasted by lightening and burnt to a crisp and, thus, becomes Vecna.
How old was 11 when she sent 001 to the upside down?
When Eleven realized what Henry had done, she summoned an enormous amount of power and defeated the older man. Her psionic abilities were so advanced (even at the age of about 7 years old) that she opened a gateway between dimensions and banished Henry into the Upside Down.
Let's break down his background and how this all came to be. The son of Victor Creel, Henry figured out he had psychic and telekinetic abilities when he and his family first moved to Hawkins. He'd initially used his powers to scare his family before he became Dr. Brenner's first subject, a.k.a One.
After passing out from the sheer amount of power exerted on the killings, Brenner takes Henry into his "care" and takes control of him by placing the chip in his neck which suppresses his powers. After Eleven frees 001 from the chip, he is now almost unstoppable and murders nearly everyone at the lab.
At some point after killing his family, Henry was committed for study at Hawkins Lab. Stranger Things previously established that the powers exhibited by Eleven and her super-powered "siblings" were the results of the CIA's Project MKUltra experimenting on expectant mothers by injecting them with LSD.

Eleven can not speak at a proficient level because that was not her intended purpose. She was created with a specific need, which was to serve as a human test subject. Eleven was not designed to be a functioning member of society.
Volume 2 brought the revelation that Vecna was actually in charge of the Upside Down and had been since Eleven banished him there in 1979. There was a whole scene where he wandered the realm, saw various monsters and discovered the Mind Flayer.
In season 4, Peter Ballard notes that Kali was no longer at the lab in 1979. Given Kali's powers, it seems pretty self-explanatory as to how she was able to escape the lab. She either made herself invisible or was able to escape after manipulating the minds and visions of the guards.
Indeed, Stranger Things season 2 revealed that Eleven wasn't dead, and was instead sent to the Upside Down. She escaped from the other dimension and came back to the human world a couple of hours later, but by then, the school was surrounded by policemen and the kids were being interrogated.
Are Eleven and Vecna Related? While the details of One and Dr. Brenner's involvement in Eleven's birth remain fuzzy, fan theories posit that Eleven is One's clone, making her his identical twin, and by definition, his sibling.
While there, his skin is torn off and he becomes part of the sinister agenda of the Mind-Flayer. So, Vecna is actually 'Experiment 001' from the Hawkins Lab, case closed. Well, not quite! Not only is Vecna the new alter-ego of 001 after being banished to the Upside Down, but he is also the son of Victor Creel.
